Council's highly contentious decision to appoint a new councillor in Ward 7 to fill Percy Hatfield's vacant seat may be reversed.

Windsor mayor Eddie Francis says after receiving a lot of negative feedback the mood has changed and a strong majority of councillors are now reconsidering.

"I think the byelection route, although some people may not like it, you can't argue against it a byelection,” says Francis. “You may not like it, but you understand it, but you respect it."

If that's the case, the mayor says council will likely vote to hold a byelection.

Council will need a two-thirds vote to overturn the previous decision.

Francis says trying to pick from the high number of applicants no longer makes sense.

The topic is expected to be discussed again during Monday's council meeting.
