Windsor police say they have two teenagers in custody in connection with a fire in a plaza under construction at Dougall Avenue and West Grand Boulevard Thursday night.
They say a warrant has been issued for another suspect.
Police had released video footage Friday of people fleeing from the scene. They said two were on BMX-style bikes.
Police were called to the fire about 10:30 p.m. on Thursday.
