The end of the Eddie Francis era comes to a close Monday night, as a new council and mayor are sworn in.

At a special city council meeting, five new councillors and mayor-elect Drew Dilkens will officially take their seats. But before he’s sworn in, Dilken’s is applying the finishing touches to his inauguration speech.

“For me it's important to make sure the words are right and that I’ve covered a broad enough section of what we need to accomplish and what the interests are moving forward over the next four years," he says.

Dilkens says he’s been fine-tuning his speech for the last couple of weeks. Joining Dilkens in being sworn in is Fred Francis, John Elliot, Rino Bortolin, Chris Holt and Paul Borrelli.  Five councillors were re-elected and will join this new bunch at the meeting.

Since winning the mayor’s seat on Oct. 21, Dilkens has been working closely with Francis and his staff on making the transition seamless.

“Looking at some of the elements we used to unfold, to build on the success we've had over the past 11 years under the leadership of Mayor Francis. I've been around for eight of those 11 years; and how we're going to grab that bar that's set high and bring it even higher.”

The city council meeting takes place on Monday at 7 p.m. at Windsor’s Chrysler Theatre.
