Despite being a projected six months behind in construction, Herb Gray Parkway contractors will not be fined by Infrastructure Ontario for missing its December 2014 deadline.

But Infrastructure Ontario communications manager Terence Foran says the Windsor-Essex mobility group could be on the hook to lenders.

In a public-private-partnership, Foran says the province assumes no financial risk.

Foran says the government pays when the project is done and taxpayers won't pay a penny more than the original contract.

Calls to the contractor, Windsor Essex Mobility Group, were not returned.
