Windsor city council adopted a new approach to how it does economic development.
Council endorsed a recommendation to establish a "purchase of service model" with the Windsor Essex Economic Development Corporation.
Instead of granting $1.3 million to the agency annually with no strings attached, performance measurements will be laid out.
Council also approved in principle the hiring of 2.5 employees to work closely with the mayor and economic development to foster communication.
That would be paid for by the $800,000 of unspent funds that were refunded by the corporation to city coffers last week.
