Essex County OPP say a driver called police dispatch and told them he was too drunk to drive his vehicle.
The call came in at 10:00 a.m. on March 17.
He apparently told police that he had pulled over onto the shoulder of Highway 3 and that he would leave his four-way flashers on.
Police found the vehicle a short time later and discovered the driver still on the phone with OPP dispatch. Officers also say they found open liquor in the vehicle.
The driver, 55-year-old Donald Dummer, of Essex, was arrested and charged with impaired care and control of a motor vehicle.
He will appear in a Windsor court to answer to the charge.
