A 54-year-old Windsor woman is facing several fraud charges after allegedly making monthly requests for funding from the Windsor Essex Community Housing Corporation for tenants who no longer lived in the buildings.

The fraud amount is $129,693, according to police.

Windsor police got a fraud complaint from the housing corporation on Feb. 19 and began an investigation.

Windsor police financial crimes unit investigators say an on-site manager employed by two property management companies was making subsidy payment requests to CHC on behalf of tenants in at least four apartment buildings in Windsor.

Investigators say they have identified 11 units where subsidy was still being claimed even though the entitled individual was no longer living there.

The incidents took place from January 2010 until April 2013.

Isabel Pato, 54, was arrested on Monday. She is charged with nine counts of fraud over $5000.00, two counts of fraud under $5000.00 and 11 counts of utter forged document.
