A Windsor police constable has been demoted for 18 months after an excessive force incident.

Const. Kent Rice, 43, is being temporarily demoted from a first class constable to a second class constable.

He will lose $14,000 in salary.

Rice pleaded guilty to unnecessary use of force and discreditable conduct in an incident that took place at a Windsor apartment building on February 22, 2012.

The incident against Gladson Chinyangwa was recorded on a building security camera in the stairwell of the McDougall Street apartment.

Chinyangwa was not at Friday’s hearing.

Rice has been with the Windsor police force since 1999.
