A Windsor man has been charged with first degree murder after a 49-year-old woman died in a Windsor apartment.

Richard Scott Raymond, 26, was charged with first degree murder and aggravated sexual assault in a Windsor court on Tuesday.

Windsor police officers were called out to an apartment building at 475 Bruce Ave. for a report of trouble known after 7 p.m. Monday night.

Police say paramedics were already on the scene attending to a woman with “obvious trauma” to her body.

She was pronounced dead at the scene and a 26-year-old Windsor man who was in the unit was arrested for murder.

Diana Khoury, who lives in the same apartment building, says police questioned her and her brother. She says her brother heard a lot of what happened because he was there for most of it.

“Unfortunately I saw a blue bag, a body bag, so I don’t know, I was thinking the worst,” says Khoury.

She says there was a lot of yelling, arguing and swearing.

“Apparently, I think he just heard the lady unfortunately get murdered because she was yelling,” says Khoury.

Residents were wondering what was going on, she says.

“We were all scared,” says Khoury. “We were just, you know, all in our apartments, trying to keep calm and listen to the authorities.”

Police say the victim and accused are known to each other.

“It’s an unfortunate incident and we wish there was more we could do, more we could do to prevent it,” says property manager Ali Hakim.

Raymond’s case has been put over until March 10, but he remains in custody.
