A Windsor man has been arrested after police say an investigation revealed an elaborate plan to abduct and murder a 17-year-old girl and a 20-year-old woman.

The investigation started on July 23 after a posting by the suspect was intercepted by an undercover officer.

“A suspect, a Windsor man, posted online photos of two women from the Windsor area,” says Windsor police Sgt. Matt D'Asti. “This suspect continued to correspond with an undercover officer online and engaged in dialogue and agreed to meet with the undercover officer.”

Windsor police were able to identify and confirm that the woman and girl were residents in Windsor.

“He had a plan about kidnapping, abducting these two women and taking them to a remote area and eventually disposing of them, and those are his words,” says D’Asti.

Police say the suspects plan included breaking into the residence where the girl and woman reside to gather information and to formulate a plan to later abduct them and take them to a remote location.

The suspect met with the undercover officer and later attended with him to a Windsor store to buy supplies to execute the break and enter.

The undercover officer agreed to meet the suspect later on for the break in.

Police saw the suspect leaving his residence on Saturday at approximately 11:35 p.m. allegedly on his way to meet with the undercover officer. Police arrested the suspect without incident.

Peter Bandulj, 27, from Windsor is charged with two counts of conspiracy to commit murder and three counts of conspiracy to commit an indictable offence ( one count break and enter, two counts kidnapping.)

The investigation involved officers from several jurisdictions who can’t be identified because of the nature of the investigation. Windsor police officers from the Criminal Intelligence Branch as well as members of the Internet Child Exploitation Unit (ICE) were involved.

The investigation is continuing, police are applying for a search warrant for the residence of the accused. In order to protect the identity of the victims, police can only state that the accused and victims knew each other from the community.
