Windsor police say an 18-month-old boy has been found safe after being taken from a residence in 1200 block California Ave by his biological mother.
Police say the mother's name is Karen Hoyt, 33. Hoyt and two other people were arrested on Monday.
Police say the child had been staying with a different biological family member when he was taken.
Officers were aksing anyone with information to call 911.
