Windsor police say a suspicious person call lead to two separate arrests in south Windsor.

Officers were called to the 1000 block of Hacienda Way on Tuesday around 5 a.m. for a report of a suspicious person checking door handles of vehicles. 

Patrol officers arrived in the area and observed silver Honda Civic driving at a high rate of speed.  Officers learned that the licence plate on the vehicle was stolen and stopped the vehicle in the 700 block of Havens Drive. 

The 30-year-old male driver was placed under arrest without incident.  Police say they discovered he was also a suspended driver. 

Further investigation revealed that the vehicle was also reported stolen.  Officers searched the vehicle and seized 1.2 grams of suspected Hydromorphone.  

Mark Peltier, 30, from Windsor is charged with two counts of possession of stolen property, possession of hydromorphone, and drive while suspended.

Meanwhile, other patrol officers arrived around 5 a.m. close to the officers in the first arrest. They saw a second male with a yellow flashlight pointing through a window of a residence. 

The 23-year-old male observed officers and began to run away.  Officers were able to catch the suspect after a short foot pursuit and place him under arrests. 

The suspect was also wanted from a number of other investigations involving thefts and possession of stolen property.  Upon searching the suspect, officers say they found property which appeared to have been stolen from vehicles. 

Jonathon Agnew, 23, from Windsor is charged with prowl by night and possession of break and enter instrument. 

The investigation is ongoing.
