Windsor city council also approved a major overhaul of Cabana Road, from Walker Road to Highway 3.
Council will spend $46 million over the next eight years to double-lane Cabana in both directions.
Bike lanes will also line the roadways.
The project sat on a shelf for years but was fast tracked to council in light of the potential impact of a new mega hospital on County Road 42.
