The team responsible for choosing the proposed location of the new acute care hospital for Windsor and Essex County held an information session on Thursday.

Bob Renaud, chair of the site selection subcommittee, shared documents that show an examination of each of the sites submitted for consideration as part of the Request for Proposals issued last year.

In the summer of 2015, the preferred location of the single-site acute care hospital was announced - the corner of County Road 42 and Concession 9.

Getting there took several years.

"This was the most detailed process in selecting a site, anyone in the ministry's ever heard of before," says Renaud.

According to Windsor Regional Hospital, 22 vendors expressed interest, and submitted proposals.

The fairness monitor Glenn Ackerly says everyone was scored on the merit of their application.

“By submitting a proposal, the vendors were agreeing to the rules,” says Ackerly. “They were abiding by the rules."

In Phase One, Ackerly says the 22 sites were scored based on 32 criteria that focused predominantly on location, valued at 70 per cent of the RFP score.

Of those sites, two were short-listed for consideration.

“The selection committee was of the opinion that Either property, they were comfortable with winning,” says WRH CEO David Musyj. “That's the only way you get to phase two."

The subcommittee says the first and highest scorer in phase one was the GEM properties site at Jefferson and Tecumseh Road behind the home depot.

The other selected site belonged to the O'Keefe family on farmland near the airport.

The two vendors then entered Phase Two, weighted at 30 per cent of the RFP based solely on cost.

Documents show the GEM site was proposed at  $136,000 dollars per acre, the O’Keefe site $100,000.

The hospital and O’Keefe family has been served a statement of claim, asking for damages of $10 million and calling for an injunction on the formal acquisition of land.
