Chatham-Kent police stopped a vehicle early Sunday on Grand Avenue West that had extensive damage and had been reported to police as suspcious.
During the investigation, police suspected the male driver was impaired by drugs or alcohol.
The 31-year-old Chatham man was arrested and later charged for refusing to provide a breath sample.
The incident happened shortly after 2 a.m.
