Windsor mayor Eddie Francis says a provincial arbitrator has awarded firefighters a 15 per cent wage increase.

It will be retroactive from 2010 and extend until 2014.  Francis says the cost to the city is about $12.8 million.

Firefighters will now also work a 42-hour work week, instead on a 48-hour week.

Francis says 31 new firefighters may have to be hired.

He says the arbitration system is broken.
