Windsor Mayor Eddie Francis has released the proposed 2013 city budget with a zero per cent municipal tax increase.

Francis says it is a sustainable budget and the city won’t be paying for it next year.

Commercial and industrial taxes are proposed to go down.

Francis says paying the Canderel Building debt down was the biggest contributor in bringing down debt.

If council approves this budget, it would be the fifth straight year without a total property tax levy increase.

Final deliberations will take place at a special meeting of council on March 4.
