A convoy carrying jugs filled with 1,000 litres of water destined for Detroit, will depart from Windsor Thursday afternoon.

Members from the Windsor chapter of the Council of Canadians will leave for the Motor City at 4 p.m., where they will drop the water off at the Spirit of Detroit.

Once the 50 jugs are delivered, a rally will be held to protest utility cut offs to thousands of residents. Those suspensions were paused on Monday for 15 days.

The utility says it is trying to educate customers on how to make payment plans, and that it is owed nearly $90 million on past due accounts.

The Canadian group says it will also call on U.S. President Barack Obama to declare a state of emergency, saying water is a human right.
