There’s another wrinkle today in the most recent student referendum for a new student rec centre. Yesterday, CTV News learned the UWSA was reconsidering upholding its ‘yes’ vote from a previous referendum. This time, it’s the Graduate Students Society.

All three student groups need to approve the new rec facility before the project can move forward. What looked like majority student support from all three groups a few weeks ago is now waning at the executive level.

On Thursday night, the UWSA voted unanimously in favour of a referendum. The vote will go to steering committee to facilitate a referendum.

"It's never really a done deal until the paper is signed," said Austin Roth, after the conclusion of a GSS board meeting, also on Thursday.

During that meeting, many expected the GSS to ratify the recent 'yes' vote. That wasn’t the case.

Austin Roth tells CTV News “an investigative committee was struck to report on the alleged irregularities that happened during that referendum."

Roth is the Human Kinetics faculty rep on the graduate council. He also pushed for the new rec facility.

He will now be part of that investigation committee, which will also include two other council members, senior administration and a GSS lawyer.

Roth says it’s being formed "to make sure what we've done is correct and dispel any irregularities."

The chief returning officer's referendum process has been called into question -- so Roth says the review is important to ensure the results are valid.

"I believe someone who works for Elections Canada and Elections Ontario can determine the validity to interpret the process and results," Roth said.

Both full-time and part-time students voted 'yes' for the new facility at the first referendum in 2015, but grad students turned it down.

This year -- grad students voted in a new referendum and this time, voted yes.

Both the UWSA and OPUS had said they would let their 'yes' vote from 2015 stand.

But as we now know, the UWSA rescinded their support in a board meeting held the same day the polls closed.

Board member RJ D’Aguiler says at that meeting “the board moved and resolved to rescind that same motion."

OPUS ratified its referendum results in their board meeting on Wednesday night.
