Windsor police have arrested an Amherstburg man in a dog abuse case that has horrified the community.

A Windsor man was walking his two dogs beside the Canadian Tire on Walker Road when they discovered a small dog lying in the grass on Thursday.

Responding officers found the dog’s muzzle, paws, and neck tightly bound with electrical tape.

The dog was unable to move, having difficulty breathing, and his mouth and paws were extremely swollen.

The dog was having trouble breathing and couldn't stand and the humane society says he was left there to die.

More details on the arrest will be made Saturday afternoon by police.

The dog, now named "Justice", is undergoing care at the Humane Society.

On Friday, Windsor police say staff at the Humane Society told them there were individuals attempting to take custody of the dog.

 Officers attended and through an investigation were able to arrest one of the individuals.

The suspect arrested is not the owner of the dog.

Michael Hill, 32, from Amherstburg is charged with willfully cause unnecessary pain/suffering or injury to an animal or bird.

Hill remais in custody.

In a release Saturday morning, Humane Society officials say injuries to the dog's mouth as a result of his abuse are more serious than they first appeared.

Tissue inside his mouth has been severely damaged than originally thought and he is on a variety of medications to try to save as much of the remaining tissue.

Testing has also confirmed that Justice is positive for heartworm.
